Education
I graduated from the University of Warsaw in 2001 with a degree in sociology and obtained a PhD in economics in 2005.
In my master’s thesis, I examined decentralized methods for the provision of public goods, focusing on voting mechanisms and voluntary contributions. I analysed their properties in terms of allocative efficiency, resistance to free-riding, and vulnerability to strategic misreporting of valuations.
My doctoral dissertation explored oligopolistic equilibrium in markets with consumer switching costs. I developed a game-theoretic model of market competition, applying it to mobile telecommunications and number portability regulation [link].
Professional experience
I have extensive research experience in telecoms and online markets, gained through roles in academia and public and private research institutions. I worked as an researcher and economist at Orange Labs (2007-2011), Case Foundation (2011-2014), the Digital Economy Lab at University of Warsaw (2016-2017), the European Commission (2017-2023) and the OECD (2023).
I spent over a decade in academia as an assistant professor of economics at the University of Warsaw (2006-2017).
Since 2017, I have worked as an economist for international organizations, applying data science tools, economic and econometric modelling, and survey techniques to support the design and evaluation of digital policies and analyse digital transformation. In this role, I contributed to the development of major EU digital regulations, including the Digital Markets Act and the Digital Services Act (2020–2023). I also provided quantitative research and scientific evidence for policy impact assessments and Commission Staff Working Documents related to policy initiatives
